Role Purpose
職位目標

The purpose of this role is to support Plan China’s strategy by developing the skills, tools and capacities of Plan offices and staff on Education and Youth Economic Empowerment programming as well as integration with other impact areas of work, supporting the monitoring of Plan’s progress on Youth Economic Empowerment, developing project proposals for fund raising, and by supporting influencing work. This post is critical to the development and achievement of the organization’s thematic strategy on Education and Youth Economic Empowerment, fund raising, and influencing.

Accountabilities

?Technical development and Managerial Support

oKeep Education and YEE program in line with national and international development standards and best practices as well as meeting local needs.?

oIdentify capacity gaps among project stakeholders including Program Units

oPlan and undertake capacity building initiatives

oAreas of work under this responsibility will include

-Develop Education and YEE program strategy, training modules, guidelines and IEC materials by working with YEE team and external consultants;

-Ensure gender is incorporated in all Education and YEE projects;

-Support Education and YEE program implementation in line with Plan International’s program and donor requirements including budget tracking;

-Meet the training needs on Education and YEE for all PUs and stakeholders;

-Provide technical support to PUs on planning, implementation and M&E of Education and YEE projects as well as relevant capacity building initiatives;

-Participate into Education and YEE working groups and provide technical contribution to these groups. Some of these are led by Global Hub core technical teams as well as by other Plan International offices;

?Monitoring, Evaluation and Communication

oSupport to set clear monitoring processes and indicators of Education and YEE program for the tracking of progress and its communication to all key stakeholders;

oEnsure effective M&E of Education and YEE projects and inputs to various reporting processes;

-Ensure project progress tracking processes take place and accurate project delivery information is readily available;

-Adhere to regular reporting mechanisms for senior management on project delivery and make suggestions on the improvement of program quality;

oMobilize new resources for Education and YEE and other thematic areas in close collaboration with the Resource Mobilization Team

-Identify new intervention areas in consultation with internal and external partners on Education and YEE

-Support the development of project proposal for other thematic areas

?Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to the area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevant to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

?University Degree or above or equivalent qualification in relevant field; Master Degree or above and majoring in education / vocational education / development / social work or law is preferred

?At least five years’ experience in Education / vocational education / Youth Economic Empowerment program design, training or management.
